Department Overview
The General Services Department (GSD) provides a broad range of shared corporate services that are essential to the effective functioning and mission of the WBG. GSD operations fall under very distinct and complex business enterprises that have expanded globally over the years. These services include: Corporate Security; Corporate Real Estate & Facilities; Liability Insurance; Printing & Multimedia; Food & Conferences; Travel Services; Mail & Shipping; Art Program; Commuter Services; Child Care Center; Fitness Center; Translation & Interpretation, Corporate Social Responsibility; and GSD Service Desk. GSD reports to the Managing Director and Chief Administrative Officer.
The Project Manager (International Real Estate Development) position is located in the Corporate Real Estate and Facilities unit of the General Services Department, GSDCR, and is responsible for managing the preparation, design and implementation of routine to moderately complex facilities projects related to the construction and alteration of the Bank's facilities abroad. The incumbent handles major components of large, highly complex projects. He/she works closely with the Senior Project Managers in the unit, managers at all levels at Headquarters and Country Offices, Internal Service Providers, Attorneys/Real Estate brokers/Landlords, Furniture/ Equipment Manufacturers, Construction Companies, A/E and Project Management Firms.

Duties and Responsibilities
• Responsible for managing capital and overhead projects up to $5 million.
• Responsible for development of project program with client.
• Determines the scope of required resources and mobilizes them from within/outside the Bank.
• Sets the project schedule and manages the planning, design and construction process, coordinating inputs from Bank units and outside firms on all aspects of the project through final completion.
• Manages the preparation of construction plans, specifications and contract documents.
• Develops and monitors the master project budget and schedule and takes appropriate corrective action when needed to adhere to the pre-established budget and schedule.
• Identifies, inspects and evaluates sites and facilities at Headquarters or in the field to determine their suitability for use as Bank offices.
• Conducts review of terms and conditions of lease proposals and assists the Bank staff at Headquarters or in the field in formulating strategy for lease negotiations.
• Assures timely completion of assigned projects in a cost-effective manner.
• Approves invoices submitted by vendors/contacts and prepares the required documentation for payments.
• Supervises/Mentors Staff.
• Manages Coordinates/Leads (Tasks, Missions, Projects, Programs).

o Attorneys/Real Estate Brokers/Landlords
o Furniture/Equipment Manufacturers
o Construction Companies/A/E Firms
o Project Management Firms

Selection Criteria
Education/Experience
• Master’s degree with minimum 5 years of experience or equivalent combination of education and experience. 10 years of experience preferred

Competencies
• Project Management - Understands and utilizes the basic concepts of project management, as they relate to the implementation of a project.
• Negotiation Skills - Has good working experience of planning and preparation of negotiation, of setting clear objectives and tactics to achieve them.
• Facility Management - Has knowledge and demonstrates ability to manage and optimize building operations, including management of multiple facilities based in different countries.
• Facility Related Budget Planning and Management - Has ability to develop and implement proposals for new initiatives, strategic plans for cost effective and efficient building operations.
• Architectural and Engineering Skills - Has understanding of architectural design concepts, construction, mechanical or design engineering, sustainability principles, building systems and equipment as applied to large comprehensive construction and renovation projects.
• Interior Design - Has basic knowledge of institutional interior design theory and practices.
